Flight delays and chaos: DGCA pushes airlines on pilot fatigue rules

Amidst this chaos, Vistara has faced significant backlash from passengers on social media due to operational challenges, with flights being cancelled or delayed over the past week. Passengers have reported their grievances, including urgent situations such as a passenger, who pleaded for help after Vistara cancelled his flight from Ranchi to Delhi while his grandfather was on his deathbed. The airline has apologized for the disruptions and assured efforts to stabilize the situation.

In response to mounting concerns over pilot fatigue and safety in Indian aviation, the Directorate General of Civil Aviation (DGCA) has issued a directive to airlines, urging them to specify their readiness to adopt the new Flight Duty Time Limitation (FDTL) regulations.

These regulations, designed to address stress and fatigue among pilots, mandate longer rest periods and other measures aimed at enhancing safety.

The move comes after a recent hearing in the Delhi High Court, where the DGCA was pressed to provide a tentative timeline for the implementation of the new rules. Initially slated for enforcement on June 1, the implementation was deferred following resistance from airlines. The DGCA has been instructed to indicate a likely implementation date in the upcoming hearing scheduled for May 8.

Airlines have argued that the new rules would necessitate a substantial increase in pilot numbers, a feat they claim would be impossible to achieve within the proposed timeframe.

As the debate over the implementation of the new FDTL rules continues, all stakeholders are urged to collaborate towards a solution that ensures both safety and operational feasibility in Indian aviation. With the next hearing looming in May, the industry awaits further clarity on the timeline for compliance with the enhanced rest regulations.

The Federation of Indian Airlines (FIA), representing major carriers including IndiGo, Air India, and SpiceJet, had requested a one-year postponement, citing potential capacity cuts of 15-20% if the rules were enforced as originally planned.

Among the key changes proposed in the new rules are extended weekly rest periods for pilots, increased from 36 to 48 hours, and limitations on night flying to mitigate fatigue. However, the implementation of these measures poses logistical challenges for airlines, who argue that the timeline provided for compliance is insufficient to recruit and train additional pilots.

The delay in implementing the new rules has not only impacted pilots and airlines but has also affected passengers.

Flight delays and cancellations have become more frequent, with recent incidents such as numerous Vistara pilots calling in sick leading to network-wide disruptions for the airline.

Passengers have been left stranded or forced to rearrange their travel plans, highlighting the broader implications of the ongoing regulatory debate on the aviation industry as a whole.
