Chairman of the 16th Finance Commission, Dr. Arvind Panagariya, today stated that Goa has proposed increasing the state's share of the divisible pool from 41% to 50% and reducing the income distance parameter from 45% to 30% to better reflect its economic needs.
Dr. Panagariya chaired the 16th Finance Commission meeting in the presence of Chief Minister Pramod Sawant and a delegation from the Commission, at Dona Paula.
"Goa proposes raising the state's share of the divisible pool from 41% to 50% and reducing the income distance parameter from 45% to 30% to better reflect its economic needs," said Finance Commission Chairman, Dr. Arvind Panagariya.
He further noted that Goa has sought Rs 32,746 crore from the Centre’s divisible tax revenue pool, including special state-specific grants for 13 projects.
Chief Minister Pramod Sawant explained that he presented a detailed overview of the state, showcasing Goa’s achievements and articulating its expectations for financial support through funds and grants to ensure continued development.
“Goa has consistently demonstrated excellence in achieving Sustainable Development Goals and has performed commendably on traditional development parameters,” he added.
“We proposed nearly Rs 3,600 crore for various infrastructure sectors, including tourism, WRD, health, etc., and requested that Goa be granted the same 90:10 formula for CSS schemes, similar to the North Eastern states,” he added.
However, Sawant acknowledged that the state faces significant challenges in managing fiscal resources. To address these concerns, he emphasised the importance of ensuring that Goa receives its rightful share in the devolution criteria, considering the state’s unique needs and its contributions to national progress.
“I sincerely thank the 16th Finance Commission for their visit and valuable engagement. I am confident that this interaction will pave the way for a new era of fiscal federalism in India, fostering stronger states and empowering them to spearhead inclusive and sustainable development,” he added.
Minister Subhash Phal Desai stated that he has placed a demand for Rs 600 crore for the development of the River Navigation Department, in addition to Rs 110 crore for the Heritage Policy.
Tourism Minister Rohan Khaunte remarked that tourism should be viewed as an employment-generating sector. He also suggested the devolution of funds to counter the problem of beach erosion.
Minister Mauvin Godinho expressed that the government's viewpoint is always to secure more funds from the 16th Finance Commission through proper presentation.
“Definitely, the state will receive more funds than last time. The Commission has noted all our points, and we hope to see more devolution from the Centre; it should be at least 1%,” said Minister Mauvin post-16th Finance Commission meeting.
Revenue Minister Babush Monserrate added that the 16th Finance Commission has heard the state's demands and will consider them. “We have demanded funds for disaster and waste management,” he concluded.
