Most of Kashmir division designated “vulnerable area” ahead of LS polls

To ensure that elections in the Union Territory of Jammu and Kashmir are conducted freely, fairly, and transparently, the Election Authority has identified most parts of Kashmir as "Vulnerable Areas," prompting proactive measures from the administration and security agencies. 

 

This decision responds to the historically low turnout in the Valley due to decades of militancy.

 

Chief Electoral Officer (CEO) PK Pole stated that extensive surveys, including the "KAP" (Know, Aptitude, Practices) study, revealed significant disparities in voter turnout between Jammu and Kashmir divisions. 

 

While Jammu witnessed an average turnout of 60-65%, Kashmir's turnout was a mere 25-30%. Various strategies have been devised to address this imbalance and encourage greater participation, particularly in areas with historically low turnout.

 

Security measures are being intensified, with confidence-building measures such as increased police presence, regular meetings, and community engagement initiatives. 

 

Efforts are also underway to mobilize underrepresented groups, including women, students, and nomads, through the involvement of ASHA and Anganwadi workers and Self Help Groups (SHGs).

 

The Election Commission's decision to replace the terminology of "Hyper Sensitive," "Sensitive," and "Normal" polling stations with "Vulnerable Areas" and "Critical Polling Stations" aims to better address security concerns and increase turnout. This approach emphasizes not only a secure electoral environment but also aims to dispel fear among voters.

 

Recognizing the importance of youth participation, the Election Authority has allowed those turning 18 on or before April 1, 2024, to enrol as voters for the upcoming elections. Additionally, 635 companies of Central Armed Police Forces (CAPFs) have been approved to bolster security measures during the polls.

 

The Lok Sabha elections in Jammu and Kashmir will be conducted in multiple phases, with Udhampur-Doda and Jammu-Reasi constituencies voting in the first and second phases, respectively.

 

The Srinagar constituency, scheduled for the fourth phase, will witness elections on May 13, followed by Baramulla in the fifth phase on May 20. Additionally, Ladakh's sole Parliamentary seat will go to polls simultaneously with Baramulla, marking another significant electoral event in the Union Territory.
