India, UN discuss curbing terrorism via modern technology

India and the United Nations have held talks in New York to enhance cooperation in countering the use of emerging technologies for terrorism, focusing on threats from drones and financial networks, as part of ongoing efforts under the 2022 Delhi Declaration.

United Nations Under-Secretary-General Vladimir Voronkov and Assistant Secretary-General Natalia Gherman held discussions with a delegation from the Government of India on efforts to counter the misuse of new and emerging technologies by terrorist groups. The talks were in line with the 2022 Delhi Declaration, adopted by the Counter-Terrorism Committee under India's chairmanship, and focused on the implementation of the UN Global Counter-Terrorism Strategy.

 

The UN spokesperson on the visit of the Indian technical team to New York, said, “This includes developing non-binding guiding principles—prepared with CTED's support—on threats posed by unmanned aircraft systems and the use of emerging financial technologies for terrorist activities.”

 

Voronkov and Gherman extended condolences for the recent terrorist attack in Pahalgam, Jammu and Kashmir, on 22 April, where 26 people were killed and several others injured. In response to the attack, Indian Armed Forces launched ‘Operation Sindoor’ on 7 May, targeting terror infrastructure in Pakistan and Pakistan-occupied Jammu and Kashmir, resulting in the deaths of over 100 militants linked to the Jaish-e-Mohammed (JeM), Lashkar-e-Taiba (LeT), and Hizbul Mujahideen (HM).

Following the attack, Pakistan retaliated with cross-border shelling along the Line of Control (LoC) and attempted drone incursions in the border regions.

 

In response, Indian forces launched a coordinated assault, damaging radar installations, communication centres, and airfields across several Pakistani airbases. An understanding on the cessation of hostilities was reportedly reached on 10 May.

 

Key areas of cooperation discussed during the meeting included cybersecurity, countering terrorist travel, supporting victims of terrorism, and curbing terror financing.

 

India’s ongoing collaboration with the UN Office of Counter-Terrorism (UNOCT) and the Counter-Terrorism Committee Executive Directorate (CTED) aims to strengthen technical capacity-building initiatives within their respective mandates, the spokesperson noted.
