Jaishankar backs 'two-state' solution for Israel-Palestine

Speaking at the first India-Gulf Cooperation Council (GCC) Ministerial Meeting for Strategic Dialogue in Riyadh, Saudi Arabia, on Monday, Jaishankar reiterated India’s principled stance on the issue and expressed deep distress over the loss of innocent lives.

External Affairs Minister S. Jaishankar has called for a ceasefire in Gaza “as soon as possible,” stating that the ongoing conflict between Israel and Hamas is India’s “foremost concern.”

Speaking at the first India-Gulf Cooperation Council (GCC) Ministerial Meeting for Strategic Dialogue in Riyadh, Saudi Arabia, on Monday, Jaishankar reiterated India’s principled stance on the issue and expressed deep distress over the loss of innocent lives.

“The current situation in Gaza is now understandably our foremost concern. India's position in this regard has been principled and consistent. While we condemn acts of terrorism and hostage-taking, we are deeply pained by the continuing death of innocent civilians,” Jaishankar said.

He stressed that any response to the situation must align with humanitarian law, adding, “We support a ceasefire as soon as possible.”

The conflict, which began 11 months ago, saw a significant escalation on October 7 when Hamas, the ruling group in the Gaza Strip, launched an unprecedented attack on Israel by land, air, and sea.

The assault resulted in the deaths of 1,200 people and the abduction of 250 others. In retaliation, Israel launched a large-scale offensive in Gaza, which has led to widespread devastation and the deaths of around 40,000 people, according to local health officials.

Despite multiple efforts, both sides have yet to reach a ceasefire agreement.

Jaishankar reiterated India's longstanding support for a two-state solution to the Israeli-Palestinian conflict.

 

He said, “India has consistently stood for a resolution of the Palestinian issue through a two-state solution.”

 

He also noted India’s role in supporting Palestine’s development, adding, “India has also contributed to the building of Palestinian institutions and capacities.”

 

On the humanitarian front, Jaishankar highlighted India’s relief efforts and support for the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA).

 

"Where the humanitarian situation is concerned, we have provided relief and increased our support to UNRWA," he said.

 

The Gulf Cooperation Council (GCC) is a significant economic and political bloc consisting of six member states: the United Arab Emirates, Bahrain, Saudi Arabia, Oman, Qatar, and Kuwait.

 

In the financial year 2022-23, India's trade with GCC countries amounted to USD 184.46 billion, underlining the strategic importance of this relationship.

 

Jaishankar expressed his pleasure at participating in the inaugural India-GCC Ministerial Meeting for Strategic Dialogue, noting that it offered a chance not only to reflect on past achievements but also to set an ambitious agenda for the future.

 

“The relationship between India and the GCC is rooted in a rich tapestry of history, culture, and shared values. These bonds have grown stronger with time, evolving into a partnership that spans economics, energy, defence, technology, education, people-to-people ties and beyond,” he remarked.

 

The Minister proposed a framework for the partnership based on three pillars: People, Prosperity, and Progress. “Our people-to-people ties are the bedrock of our relationship. Close to 9 million Indians work and live amongst you, acting as a living bridge between us. Their contributions to your economic progress are widely recognised. We thank you for ensuring their welfare and comfort,” Jaishankar said.

 

Discussing the economic ties, he noted that trade between India and the GCC has not only grown in volume but also in diversity, encompassing a wide array of goods and services.

 

“The task before us is to invest in each other’s future and support each other’s continued prosperity,” he stated.

 

Jaishankar emphasised the GCC's role as a cornerstone of global energy supply and highlighted India’s position as one of the world’s largest and fastest-growing markets.

 

“Much of the future demand is going to come from us. Our deeper collaboration will help in stabilising markets, driving innovation and enhancing energy security,” he added.

 

He concluded by stressing the potential for collaboration in renewables, technology, innovation, health, space, and education, stating that these sectors could help India and GCC countries achieve their national goals.
