UNSC denounces Pahalgam attack, calls for justice

The United Nations Security Council has issued a strong condemnation of the Jammu and Kashmir terror attack, calling it a “reprehensible act” and urging all nations to ensure the perpetrators, financiers, and sponsors of the violence are swiftly brought to justice under international law.

The United Nations Security Council (UNSC) has issued a strong condemnation of the 22 April terror attack in Jammu and Kashmir that claimed at least 26 lives and injured several others, calling it a “reprehensible act of terrorism” and demanding justice for the victims.

 

In a press statement released on 25 April, the Council’s President, Jerome Bonnafont of France, expressed deep solidarity with the families of the victims and the governments of India and Nepal. He also extended wishes for the swift recovery of those injured in the assault.

 

Describing the incident as an appalling act, the Council highlighted that terrorism in all its manifestations remains “one of the gravest threats to global peace and security”.

 

“The attack, described as a 'reprehensible act of terrorism,' has drawn global outrage,” the statement read. “The UNSC emphasised the urgent need to bring the perpetrators to justice.”

 

The Council reiterated that no cause, ideology or motivation could ever justify the deliberate targeting of innocent civilians. The assault has intensified global concern over growing terrorist threats in conflict-sensitive zones, particularly in Jammu and Kashmir.

 

Stressing accountability, the UNSC called for “decisive action against those responsible—including perpetrators, organisers, financiers, and sponsors of the attack”.

 

The statement urged all countries to fully cooperate in line with international law and relevant Security Council resolutions to ensure those involved in the atrocity are prosecuted.

 

This call includes the sharing of intelligence, the extradition of suspects, and the disruption of financial channels aiding terrorist operations. The emphasis on international cooperation was framed as crucial to the broader counter-terrorism effort and the enforcement of the principle that impunity for such crimes cannot be permitted.

 

The Council reiterated that terrorism is “unjustifiable under any circumstances”, irrespective of political, ideological or religious motivations. It further appealed to member states to combat terrorism through comprehensive and lawful means, within the framework of international law, including human rights and humanitarian obligations.

 

By invoking the principles of the UN Charter, the Security Council highlighted the necessity of a unified and legal response to global security threats, while upholding the protection of basic freedoms.
