17 crore jobs created under Modi government, claims Mandaviya

India created over 17 crore jobs under the Modi government, up from 3 crore under UPA, says Mandaviya. New PM Rozgar Yojana aims to generate 4 crore more by 2030.

India created over 17 crore jobs in the decade under Narendra Modi’s leadership, a significant leap from the 3 crore reported in the preceding UPA tenure, Labour and Employment Minister Mansukh Mandaviya told Parliament on Monday.

 

Responding to a starred question in the Lok Sabha, Mandaviya cited Reserve Bank of India data to substantiate the claim. “About 10 crore employment generation is recorded in the last 10 years during the Modi government... If we work of ten years of UPA rule, then only 3 crore jobs were created. We don't say at our own as it is the data of RBI,” he said.

 

Mandaviya added that the Centre had facilitated jobs for 11 lakh youth in the past 16 months alone.

 

Asserting that employment remains a central priority in the Modi government’s third term, the minister referred to the recently launched PM Viksit Bharat Rozgar Yojana (PMVBRY), designed to generate more than 4 crore jobs over the next five years with a budgetary outlay of ₹2 lakh crore.

 

The scheme, which came into effect on August 01, 2025, was approved by the Union Cabinet and aims to boost job creation through direct financial incentives to both employees and employers.

The PMVBRY consists of two major components. Under Part A, new employees earning up to ₹1 lakh per month will be eligible for a one-month EPF wage, capped at ₹15,000, disbursed in two instalments. The first will follow six months of continued service, and the second after 12 months, contingent on completing a financial literacy programme.

 

A portion of this incentive will be deposited into a savings instrument and held for a fixed tenure, to be withdrawn by the employee at a later stage.

 

For employers, Part B of the scheme offers ₹3,000 per month per additional employee retained for at least six months. Employers in the manufacturing sector may avail of this benefit for up to four years. Establishments registered with the Employees’ Provident Fund Organisation (EPFO) must hire at least two new employees (for those with fewer than 50 staff) or five (for those with 50 or more) to qualify.

 

Mandaviya stressed that all transactions under Part A would be routed through Direct Benefit Transfer (DBT) using the Aadhaar Bridge Payment System, while Part B benefits for employers would be credited to their PAN-linked accounts.

 

“The Prime Minister has not only created employment but also has a work plan for the next five years... We are getting good results from this scheme,” the minister noted.
