The Election Commission of India (ECI) has said that 89.7 per cent of existing electors in Bihar have submitted their Enumeration Form for inclusion in the draft Electoral Roll, which is due to be published on August 1, 2025.
In a statement issued on Thursday, the ECI said that out of Bihar’s total 7.89 crore voters, it has so far received 7.08 crore Enumeration Forms by 6 p.m. on 17 July. “Only 5.8 per cent of electors remain to fill the form with eight more days to go,” the Commission said.
To address gaps, the Commission is carrying out special verification of electors who were not found at their registered addresses despite three visits by Booth Level Officers (BLOs).
Details of such electors — who are likely deceased, have permanently shifted, or may be enrolled at multiple locations — are being shared with District Presidents of political parties and around 1.5 lakh Booth Level Agents.
The information will help confirm the status of these voters before July 25, the final date for submitting forms under the Special Intensive Revision of the electoral roll.
Special camps are also being held in all 5,683 wards across Bihar’s 261 Urban Local Bodies to ensure maximum coverage, the ECI said.
An official added that residents who have temporarily migrated outside Bihar can still fill in the Enumeration Form online using the ECINet App or via https://voters.eci.gov.in.
Voters may also download the pre-filled form and share the completed version with BLOs directly or through family members via WhatsApp or other platforms.
According to the ECI, around 35.60 lakh voters, or 4.5 per cent of Bihar’s electorate, have not yet been traced at their addresses. Of these, 12.55 lakh are believed to be deceased, while another 17.37 lakh are thought to have permanently moved away from their listed address.
