AC approves J&K Film Policy-2024 , introduces subsidies and incentives to promote film production

The policy provides for bodies like Film Development Council, J&K Film Division, Script Screening Committee, Divisional Location Permission Committee, Film Development Fund and mechanism for branding and promotion of activities by means of film festivals. A film must have a minimum of 20 days of shooting to be eligible for the subsidy from the UT government.

Jammu and Kashmir Approves New Film Policy - 2024


In a move aimed at bolstering cinematic creativity and productivity, the Jammu and Kashmir Administrative Council, led by Lieutenant Governor Manoj Sinha, has given the green light to the Jammu and Kashmir Film Policy-2024. This decision, disclosed in an official statement on Thursday, signals a strategic shift to position J&K as a vibrant center for filmmaking.

 

The newly approved policy is set to replace the existing J&K Film Policy-2021, with a focus on streamlining administrative processes, establishing a Single Window Cell, and expediting permissions for film shootings.

 

 Additionally, it includes provisions for financial assistance packages and the promotion of both Government and Non-Government Organizations associated with cinema publicity.

 

Crucially, the policy outlines the formation of key bodies such as the Film Development Council, J&K Film Division, Script Screening Committee, Divisional Location Permission Committee, and Film Development Fund. These entities are geared towards enhancing infrastructure and fostering a conducive environment for filmmaking activities.

 

To qualify for subsidies from the UT government, films must have a minimum shooting duration of 20 days. The criteria for claiming subsidies across various formats, including Films, TV Serials, Shows, and Web Series, are comprehensively detailed in the policy document.

 

Under the provisions, regional language films in J&K can receive a maximum subsidy of Rs 1.25 crore. Moreover, a Film Development Fund, slated to commence from the fiscal year 2024-25, will be allocated Rs 500 crore over five years, with an annual budgetary grant of Rs 100 crores sourced from the CAPEX budget.

 

 The minimum cost of production of the film shall be Rs 10 crores and it must be screened on a minimum of 25 screens across the country,” the statement added.

 

For films produced by domiciles of J&K, the minimum production cost is set at Rs 50 lakh, with a requirement of screening on a minimum of three screens. Notably, the policy specifies categories ineligible for subsidy benefits.

 

The policy is slated to remain valid for a duration of five years, offering a framework to invigorate the filmmaking landscape in the region.
