The Bureau of Civil Aviation Security (BCAS), under the Ministry of Civil Aviation (MoCA), has undertaken a major initiative to enhance the baggage delivery system at six major airports in India: Delhi, Mumbai, Kolkata, Chennai, Hyderabad, and Bengaluru.
This initiative aims to align with global standards set by the International Air Transport Association (IATA) and Schedule 3 of the Operation, Management and Development Agreement (OMDA) with airports, which mandate that baggage should be delivered to passengers within 30 minutes of the aircraft’s arrival.
The exercise began on January 14, 2024, when it was found that only 62.2 percent of passengers were receiving their baggage within the IATA-prescribed timeline. In response, BCAS collaborated with all domestic airlines to conduct a thorough root cause analysis to identify the issues causing the delays.
Following the analysis, significant upgrades were made to equipment, services, and monitoring systems to speed up the baggage delivery process. These improvements have yielded impressive results.
After two months of rigorous evaluation, the percentage of passengers receiving their baggage within 30 minutes rose from 62.2 percent in January to over 90 percent from March 2024 onwards. By May 2024, the percentage had further increased to 92.5 percent.
The consistent improvement in baggage delivery efficiency highlights the successful collaboration between BCAS and domestic airlines. Passengers at these major airports now experience a significantly enhanced travel experience, thanks to the commitment to meet and exceed global standards.
This initiative underscores the Ministry of Civil Aviation’s dedication to providing world-class services and ensuring passenger satisfaction. The successful implementation of this exercise sets a benchmark for future improvements in airport operations across the country.
This achievement demonstrates the potential for further enhancements in various aspects of airport management and passenger services, aiming to make air travel in India more efficient and pleasant for all passengers.
At India's main airports, the notable reductions in luggage delivery times represent a critical step in meeting international requirements for civil aviation. In order to ensure that passengers have a more smooth and effective travel experience, BCAS and local airlines have not only met but beyond the standards set by international benchmarks.
In order to improve the general passenger experience at airports around India, the Ministry of Civil Aviation's proactive approach in addressing and correcting the delays has created a favourable precedent for future projects.
