The European Union and India reaffirmed their commitment to combating terrorism in all its forms, vowing closer cooperation on terror financing, online radicalisation, and cross-border threats. The resolution followed discussions at the EU-India Joint Working Group on Counter Terrorism meeting in Brussels on Tuesday.
The dialogue comes against the backdrop of rising global terrorism, including the April 22 attack in Pahalgam, which claimed multiple innocent lives. “They agreed that terrorism is a global phenomenon and needs concerted action in a sustained and comprehensive manner,” the joint statement said. The EU expressed condolences to India for the victims.
Officials underlined the strategic importance of working together in multilateral platforms, including the United Nations, the Global Counterterrorism Forum (GCTF), and the Financial Action Task Force (FATF). They highlighted that conflicts and instability in different regions act as catalysts for violent extremism and terrorism.
“The participants emphasised that instability and conflicts in various regions of the world act as catalysts for terrorism and violent extremism,” the statement added.

During the dialogue, both sides exchanged updates on their counter-terrorism policies and reviewed key developments in national security, focusing on preventive measures and technology-driven threats. The discussions included coordinated approaches to counter terrorist financing, designation of terrorists and organisations, and the mitigation of online radicalisation.
The EU-India partnership reflects a broader trend of strengthening international collaboration against terrorism. Analysts note that India, facing persistent cross-border threats from the region, has increasingly sought strategic partnerships with the EU, not only on intelligence-sharing but also on law enforcement, cybersecurity, and financial tracking of terror networks.
“Against this backdrop, the EU and India stressed the importance of cooperation in multilateral fora, such as the UN, the Global Counterterrorism Forum (GCTF) and the FATF,” the statement said.
The meeting also enabled a comprehensive exchange on domestic, regional, and global threat assessments.
