Union Home Minister Amit Shah emphasised the need for a paradigm shift in policing in the northeastern states, asserting that with the decline of insurgency, the priority should now be on delivering justice efficiently.
Addressing the 72nd plenary of the North Eastern Council (NEC) in Agartala, he urged the police to ensure justice is served within three years of filing FIRs.
Shah lauded Prime Minister Narendra Modi's leadership in bringing peace to the region, citing the successful negotiation of 20 peace accords in the last decade that led to the surrender of 9,000 militants.
“The police fought insurgency in the northeast for the past four decades. As insurgency has now ended, we need to change the approach of the force to ensure people get justice within three years of lodging FIRs,” he stated.

Highlighting the government's efforts to bolster connectivity, Shah revealed that Rs 81,000 crore has been invested in rail infrastructure and Rs 41,000 crore in road networks across the region.
He attributed this development to Modi’s focused governance, which included Union ministers collectively spending 700 nights in northeastern states since the BJP-led NDA assumed power.
He emphasised that the land boundary agreement with Bangladesh, involving the exchange of enclaves, has opened the northeastern region to global opportunities.
“After the exchange of enclaves with Bangladesh, the whole world will open for the northeast. This will change the investment ecosystem in the region,” Shah remarked.
The Home Minister also outlined measures for rural upliftment, calling for self-reliance in producing vegetables, milk, eggs, and meat. “Only a hike in the GSDP (Gross State Domestic Product) is not enough for overall development. There is a need to attain self-sufficiency in vegetables, milk, eggs and meat,” he added.
Shah urged the northeastern states to collaborate with the National Organic Corporation Ltd (NOCL) to bolster organic farming, focusing on packaging, marketing, and exporting organic produce.
“The Centre has already constituted the National Organic Corporation Ltd to boost the sector. I urge all the CMs (in the northeast) to sign agreements with NOCL,” he said.
On the narcotics menace, Shah noted that while progress has been made, more efforts are required to curb drug smuggling in the region.
Earlier in the day, Shah inaugurated the plenary session at Prajna Bhavan, joined by Development of North Eastern Region (DoNER) Minister Jyotiraditya Scindia, governors, chief ministers of the eight northeastern states, and senior officials.
The North Eastern Council, comprising Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, and Tripura, serves as the nodal body for the region’s socio-economic development.
