Monday, August 5, marks the fifth anniversary of the abrogation of Article 370 that granted special status to Jammu and Kashmir.

While the BJP heading the NDA government at the Centre hails the decision as historic, the Congress and other mainstream parties, though critical of the manner of abrogation, acknowledge it was the right move for national sovereignty.

Since August 5, 2019, there have been significant efforts by the Centre in Jammu and Kashmir to boost development.

Investments have poured into infrastructure projects like the Chenani-Nashri Tunnel (now Dr Syama Prasad Mookerjee Tunnel) and the Banihal-Qazigund Road Tunnel, enhancing connectivity between Jammu and Srinagar. The long-pending Udhampur-Srinagar-Baramulla rail link has also progressed rapidly.

Healthcare has seen improvements with new medical colleges in Anantnag, Baramulla, and Rajouri, and AIIMS institutions in both Jammu and Srinagar.

The tourism sector has also achieved milestones, with increased investments in Gulmarg, Pahalgam, and other destinations to boost tourism infrastructure.

Despite these advancements, challenges remain. Unemployment is a major issue, with the region having the highest unemployment ratio in the country.

The government claims to have provided around 25,000 jobs, but this has not been enough to significantly reduce joblessness.

The security situation continues to be complex. While efforts to maintain peace continue, incidents of terrorism have not ceased.

Data from security agencies shows fluctuating patterns of violence, with some periods of decreased militant activities and others with spikes.

Jammu region has become a hotbed for militancy, adding to the security challenges.

Additionally, the abrogation coincided with increased tensions with China in the Ladakh region. The Galwan Valley clash in June 2020 highlighted serious security challenges, with both nations boosting their military presence along the Line of Actual Control (LAC).

In the Kashmir Valley, many residents feel disenfranchised by the removal of special status, which they believe undermined their unique cultural and political identity.

Frequent internet shutdowns and a heavy military presence have contributed to a sense of alienation.

However, certain pockets of Jammu have celebrated the move, seeing it as a step towards greater integration with India and potential economic benefits.

Ladakh, too, has seen mixed reactions.  While there was initial support for Union Territory status, many now express dissatisfaction with the lack of political autonomy and representation. The demand for inclusion under the Sixth Schedule of the Constitution, which would grant greater local governance and protect cultural identity, has gained momentum.

Official figures show over 500 projects worth Rs 50,000 crore have been initiated, approximately 25,000 government jobs announced, and various skill development programs launched.

According to the South Asia Terrorism Portal, incidents of terrorism decreased in 2020 but have fluctuated since.

While the abrogation of Article 370 has led to increased development activities and infrastructure projects in Jammu and Kashmir, it has also brought significant challenges, especially in terms of security and public sentiment.

The region continues to navigate a complex landscape of development, discontent, and geopolitical tensions.
