With 11 days remaining before the last date for submission of filled Enumeration Forms (EFs) under the ongoing Special Intensive Revision (SIR) in Bihar, election officials have reported that out of the state’s 7,89,69,844 electors, EFs from 6,60,67,208 voters — about 83.66% — have already been collected.
According to official figures, 1.59% of electors have been found to be deceased, 2.2% have permanently shifted residence, while 0.73% were discovered to be enrolled at more than one location.
In total, 88.18% of electors have either submitted their forms, passed away, permanently moved or retained their names at a single place.
Only 11.82% of electors have yet to submit their EFs, with many of them seeking additional time to complete the process with necessary documents in the days ahead.
The Election Commission of India (ECI) has said it is leaving no stone unturned to ensure that no eligible voter is left out of the draft Electoral Roll to be published on August 1, 2025. Nearly one lakh Booth Level Officers (BLOs) will soon begin a third round of door-to-door visits to reach the remaining electors.
Their work is being bolstered by 1.5 lakh Booth Level Agents (BLAs) appointed by political parties, each authorised to verify and submit up to 50 EFs per day.
To ensure no eligible urban voter is missed, special camps have been set up across all 5,683 wards within Bihar’s 261 Urban Local Bodies.
Focused outreach is also underway for electors who have temporarily migrated out of the state. The ECI is using newspaper advertisements and direct contact to reach these voters, encouraging them to submit their forms online through the ECINet App or the official voter portal at https://voters.eci.gov.in. Migrant voters may also send their completed forms to their BLOs via family members or online channels such as WhatsApp.
In a significant push towards technology and digitisation, the newly launched ECINet platform — which integrates 40 separate ECI applications into a single system — has been fully deployed for Bihar’s SIR. Through ECINet, voters can fill in their forms online, search for their names in the 2003 Electoral Roll if needed, and connect directly with election officials and BLOs.
According to officials, ECINet has helped speed up the entire process. As of 6 p.m. today, over 5.74 crore Enumeration Forms have been uploaded through the platform. Its document review module is also expediting the verification of voter eligibility by Assistant Electoral Registration Officers (AEROs), Electoral Registration Officers (EROs) and District Election Officers (DEOs).
