PM inaugurates Kartavya Bhavan, ministries get new address

Kartavya Bhavan-3, inaugurated by the Prime Minister, is part of the government's ambitious plan to consolidate central ministries and departments at a single location.

Prime Minister Narendra Modi on Wednesday inaugurated Kartavya Bhavan at Kartavya Path in New Delhi. He was joined by Minister of Housing and Urban Affairs, Manohar Lal Khattar, as he inspected the new facility.


Kartavya Bhavan-03 is the first of several upcoming Common Central Secretariat buildings that are part of the broader Central Vista redevelopment project. These new buildings are intended to improve inter-ministerial coordination, expedite administrative procedures, and create a more effective and responsive governance ecosystem, according to a press release from the Prime Minister's Office (PMO).


Many important ministries now function out of antiquated and ineffective structures, including Udyog Bhawan, Krishi Bhawan, and Shastri Bhawan, which were constructed between the 1950s and 1970s. It is anticipated that the new, contemporary facilities will improve overall service delivery, increase productivity, lower repair and maintenance costs, and improve employee well-being.

 


By uniting numerous ministries and departments that are currently dispersed throughout Delhi, Kartavya Bhavan-03 is intended to promote efficiency and cooperation. The office complex spans approximately 1.5 lakh square meters over two basements and seven levels (ground plus six floors). It will house the offices of the Ministries of Home Affairs, External Affairs, Rural Development, MSME, Petroleum & Natural Gas, DoPT, and the Principal Scientific Adviser (PSA).

 

The new building is an example of modern governance infrastructure. It features IT-ready and secure workspaces, ID card-based access controls, integrated electronic surveillance, and a centralised command system. It is also designed with a strong focus on sustainability, with the goal of achieving a GRIHA-4 rating. Rainwater harvesting, solar water heating, double-glazed facades, sophisticated HVAC systems, and rooftop solar panels are some of the key features.

 

 

Since the campus is zero-discharge, a large amount of its water requirements are satisfied by treating and reusing its wastewater. By utilising recycled construction and demolition waste in its paving blocks and masonry, as well as lightweight dry partitions to lessen structural load, it also encourages environmental consciousness.

 

 An in-house solid waste management system and charging stations for electric vehicles are also included.


Kartavya Bhavan-03 is designed to be 30 per cent more energy-efficient than older buildings. It uses special glass windows to maintain a cool indoor temperature and reduce outside noise. LED lighting, motion sensors that switch off lights when a room is empty, and power-saving smart lifts are examples of energy-saving features. More than a quarter of the building's daily hot water needs will be met by solar water heaters, and the rooftop solar panels are anticipated to produce more than 5.34 lakh units of electricity annually.


The Prime Minister will speak at a public event at Kartavya Path at approximately 6:30 pm after the inauguration.
