The Supreme Court of India has taken significant steps to address the alarming safety issues in coaching centres, particularly following the tragic deaths of individuals in a coaching institute located in Old Rajendra Nagar, Delhi.

 

On Friday, the court directed the governments of Delhi, Haryana, and Uttar Pradesh to collaborate with a newly formed committee aimed at preventing similar incidents in the future. This initiative highlights the urgent need for a comprehensive approach to ensure the safety of students in educational institutions.

 

During a recent session, a bench composed of Justices Surya Kant and Ujjal Bhuyan emphasised the importance of a unified response from the three states. They urged these governments to actively assist the committee in implementing measures designed to avert tragedies like the one witnessed in Old Rajendra Nagar.

 

The court's concerns extend beyond Delhi, suggesting that such issues could surface in various regions across the country. Therefore, it is considering the possibility of broadening its focus to address safety in coaching centres on a national level.

 

The directive from the Supreme Court follows the Attorney General R. Venkatramani's announcement regarding the formation of this committee, which aims to prevent future disasters in educational institutions.

 

The court noted that the problems plaguing coaching centres are not isolated incidents and could potentially occur elsewhere in India. By taking suo moto cognizance of these matters, the Supreme Court is sending a clear message that the safety and well-being of students must be prioritised.

 

In its observations, the court has been quite blunt about the current state of coaching institutes, describing them as "death chambers" that endanger the lives of young aspirants.

 

Many of these students come from diverse parts of the country, seeking better opportunities through education. The recent incidents, resulting in the tragic loss of young lives, serve as sobering reminders of the responsibilities educational institutions hold.

 

To improve safety, the Supreme Court has suggested that coaching institutes should temporarily transition to online classes until they fully comply with existing fire and safety norms. These guidelines are outlined in the Master Plan of Delhi, 2021, and the Unified Building Bye-Laws of Delhi, 2016. The court has stressed that safety measures should encompass proper ventilation, safe passages, and sufficient air and light in all coaching centres.

 

Moreover, the Supreme Court has instructed the Centre, particularly the Ministry of Urban Affairs, along with the Delhi government, to provide detailed explanations concerning the safety norms that have been established so far.

 

The court is keen to understand any effective mechanisms that have been put in place to ensure compliance with these safety standards. This request highlights the court's commitment to accountability and transparency regarding the safety of educational institutions.

 

The recent developments underscore a pressing need for reform in the way coaching centres operate. With a growing number of students relying on these institutions to prepare for competitive exams, ensuring their safety is paramount. The Supreme Court's intervention is a crucial step in pushing for the necessary changes that will safeguard the lives of students.

 

As the committee works towards implementing effective measures, it is essential that all stakeholders, including educational institutions, government bodies, and the community, collaborate to create a safe learning environment. The Supreme Court’s directives serve as a wake-up call to the authorities responsible for the safety of students across the country.
