Delhi has officially launched Stage-I of the Graded Response Action Plan (GRAP) in response to rising air pollution levels in the National Capital Region (NCR). Environment Minister Gopal Rai announced this decision after the Air Quality Index (AQI) surpassed the 200 mark, indicating a concerning level of air pollution.

 

The implementation of GRAP Stage-I primarily focuses on dust mitigation measures, which include increased monitoring of garbage burning and stringent checks on vehicle emissions.

 

According to Rai, the government’s efforts will require collaboration from neighbouring states, particularly those governed by the Bharatiya Janata Party (BJP).

 

He pointed out that, in previous years, the central government would hold joint meetings to address pollution issues affecting North India. However, such meetings have not occurred recently, which he believes hampers the effectiveness of pollution control efforts.

 

In Noida, Regional Officer Utsav Sharma confirmed the implementation of Stage-I of GRAP, stating that restrictions have been put in place to combat the increasing pollution levels. He highlighted specific measures that are now in effect, including mechanical street sweeping, water sprinkling on roads, and the use of anti-smog guns at major intersections. Moreover, there is a complete ban on waste burning, and older diesel and petrol vehicles have been prohibited from operating in the city.

 

The authorities have been vigilant in tracking stubble burning, detecting 14 cases using satellite monitoring. Sharma emphasised that coordination among various agencies is essential to address this issue effectively.

 

In addition to the measures outlined in GRAP, the Delhi government has also imposed a ban on the production, storage, distribution, and use of firecrackers in the city until January 1. This decision aims to control pollution sources, especially during the festive season when firecracker usage traditionally spikes.

 

Rai encouraged the public to contribute to pollution control efforts, stating that collective action can significantly improve the quality of life for Delhi residents.

 

Delhi's air quality has recently reached the 'poor' category, prompting the government to take immediate action. Minister Rai acknowledged that while weather changes cannot be controlled, the government is committed to reducing pollution sources. He reiterated the importance of collaboration among residents, emphasising that even small individual efforts can lead to significant improvements.

 

To combat the seasonal rise in pollution during the winter months, the government has intensified an anti-dust campaign across the city. This campaign commenced on October 7 and includes surprise inspections of construction sites to ensure compliance with regulations aimed at controlling dust pollution.

 

During a recent inspection at a construction site in Pritam Pura, Rai noted significant non-compliance, leading to a fine of ₹50,000 imposed on the responsible company, Tevatia Construction Private Limited. The company has been given a week to rectify its practices, with the threat of increased penalties for continued non-compliance.
