Arunachal enforces ILP for out-of-state visitors

Arunachal Pradesh Chief Minister Pema Khandu has announced a series of measures aimed at strengthening the Inner Line Permit (ILP) system, crucial for regulating the entry of non-Arunachalee individuals into the state.

The move, according to CM Khandu is part of a broader strategy to manage migration and protect indigenous communities.

The ILP system requires non-Arunachalee citizens to secure a permit before entering Arunachal Pradesh, a measure designed to safeguard the local population from unchecked external influx.

 

Khandu reiterated the government’s commitment to this protective measure.

During a high-level meeting in Itanagar, Khandu addressed government officials and leaders of the All Arunachal Pradesh Students' Union (AAPSU).

 

The Chief Minister spotlighted the importance of reinforcing the ILP to curb illegal migration and ensure the preservation of the state’s indigenous culture.

 

“Our primary goal is to shield our indigenous tribes from outside influx, and we are resolute in our dedication to this cause,” he said.

 

The state government is actively working on enhancing the ILP system and has sought feedback from AAPSU and other stakeholders.

 

The students’ organisation, led by president Dozi Tana Tara, presented a detailed survey and recommendations aimed at overhauling the current system.

 

Their presentation outlined several key reforms, including more robust monitoring and verification processes, especially in the 12 districts bordering Assam.

 

AAPSU has previously called for a suspension of the e-ILP system due to the crisis in Bangladesh. 

 

To improve the ILP framework, AAPSU proposed centralising permit issuance under a single department to ensure better oversight and streamlined record-keeping.

 

They also recommended digitizing ILP records to maintain precise data on permits and movements, and suggested establishing a dedicated department to manage the ILP system efficiently.

 

The Inner Line Permit, governed by the Bengal Eastern Frontier Regulation (BEFR) Act of 1873, is intended to control the influx of outsiders into protected areas such as Arunachal Pradesh, Nagaland, and Mizoram.

 

This regulation aims to preserve the rights and culture of indigenous communities by controlling access to these regions.
