The Maharashtra government, led by Chief Minister Eknath Shinde, has given approval to the state's Transgender Policy for the year 2024, aimed at advocating reforms in education, healthcare, and ensuring equal rights to combat prejudice and discrimination.
The policy encompasses various initiatives to support the transgender community, including access to benefits from government schemes administered by multiple departments such as social justice and special assistance, labor, education, rural development, and more.
Additionally, the Cabinet has endorsed the implementation of The Transgender Persons (Protection of Rights) Rules, 2020, mandated by the Transgender Persons (Protection of Rights) Act, 2019.
Despite these reforms, the government assures that there will be no additional financial burden incurred due to the policy's implementation. According to the 2011 census, Maharashtra's transgender population is reported at 40,891, though the actual number may be higher.
The comprehensive policy, spanning 28 pages, emphasizes equal rights for transgender individuals who often face discrimination.
Key provisions include the establishment of a Transgender Protection Cell under the supervision of the director-general of police, aimed at addressing community issues.
It also proposes designated police officers in each station to handle transgender-related cases, and potential financial aid for gender-affirming surgeries in government hospitals.
Addressing discrimination in educational institutions, the policy suggests removing barriers hindering transgender individuals' access to education and implementing measures against bullying and harassment.
It also recommends setting up counseling or support centers in workplaces, prioritizing transgender individuals in skills development training and professional opportunities.
Furthermore, the policy advocates for pension benefits for transgender individuals and the establishment of a Transgender Commission as mandated by the Transgender Persons (Protection of Rights) Act, 2020.
It also encourages insurance companies to recognize transgender-related certificates and promotes their inclusion in corporate social responsibility initiatives.
Additional measures include the provision of separate toilets for transgender individuals in public places and platforms for showcasing their cultural talents.
