As part of the 78th Independence Day celebrations, Chief Minister Neiphiu Rio unveiled the Chief Minister’s Universal Life Insurance Scheme (CMLIS) at the Civil Secretariat Plaza on Thursday.
The ambitious initiative is set to provide life and accidental insurance coverage to families across Nagaland, reinforcing the state government’s commitment to securing the welfare of its citizens.
Key features of CMLIS
The CMLIS aims to provide a robust financial safety net for the residents of Nagaland, offering comprehensive coverage to eligible families. Under this scheme, a sum of Rs. 2 lakh is provided in the event of the death of the primary breadwinner.
Additionally, it offers Rs. 2 lakh each for the breadwinner and up to three family members in cases of accidental death or disability. This initiative is particularly significant for its inclusive approach, designed to ensure that families are protected during unforeseen tragedies.
Eligibility and enrolment
To qualify for the scheme, households must be indigenous inhabitants or permanent residents of Nagaland. The scheme extends its coverage to state government employees, including work-charged and casual workers, and accredited journalists working within the state. The age limit for general category households is set at 18 to 50 years, while for government servants, it is extended to 60 years.
The enrolment drive for CMLIS commenced on August 15, 2024, and will continue for a month. Eligible families are encouraged to verify their details on the official CMLIS portal by September 5, 2024. Households not currently covered under the Chief Minister’s Health Insurance Scheme (CMHIS) are advised to register through the Nagaland State Rural Livelihoods Mission (NSRLM) in rural areas or local administrative offices in urban regions by September 15.
Streamlined registration process
Beneficiaries of CMHIS and government servants are required to verify or update their family details on the CMLIS portal. The portal allows families to perform self-verification using their CMHIS-registered mobile number, confirm or change the designated breadwinner, update accidental insurance coverage for family members, and modify the nominee for insurance claims.
For families not already enrolled in CMHIS, the registration process differs based on location. In rural areas, registration can be completed through NSRLM representatives at the village level, simplifying the process by eliminating the need for physical applications. In urban areas, applicants must submit signed physical application forms through local administrative offices such as the Deputy Commissioner, Additional Deputy Commissioner, Sub-Divisional Officer, or Extra Assistant Commissioner, before applying online.
Special provisions for government servants
The CMLIS program includes special provisions for government servants, who are automatically designated as the head of the family and the breadwinner under the life insurance policy. The coverage age limit for government servants is extended to 60 years, and in cases where multiple government servants exist in a family, all can be designated as breadwinners, ensuring comprehensive protection.

The CMLIS is committed to providing a seamless claims process with no charges or fees, ensuring that all indigenous inhabitants and permanent residents of Nagaland can access financial security without additional burdens. Families in rural areas requiring assistance with opening bank accounts for claim processing can indicate their needs through the CMLIS portal. Urban households must complete their verification at designated administrative offices, where forms are available free of charge.
