NITI Aayog showed the mirror to the Haryana BJP government, says Congress leader and former Chief Minister Bhupinder Singh Hooda after its report revealed that the state is outlying behind in terms of higher education. He added that the state government's budget allocation for the education sector is less as compared to the neighbouring states.
"Haryana has lagged behind even its closest neighbouring states. The basis for the report is financing, ranking, and quality of education. The report of NITI Aayog shows that even in terms of university ranking, Haryana is performing poorly compared to other states," he said.
"Even 2 years ago, the Haryana government had proposed to give loans to the state's public universities in place of grant-in-aid. Due to the BJP's indifferent attitude towards education, the dropout rate in higher education is continuously increasing and a large number of seats are remaining vacant in the courses of colleges and universities," he added.
NITI Aayog's report:
The report says that the shortage of regular teachers remains a matter of concern for the state besides the density of higher education which is also less as compared to the neighbouring states, and the quality of higher education.
"Recently, news came that only one guest teacher has been appointed for 96 girl students in the school of Kalanwali in Sirsa. That teacher has the responsibility of teaching the girl students of all classes, maintaining school records, attending meetings and even mid-day meals. This news shows what condition the BJP government has made the education system of the state, as this is the condition of government schools not only in Kalanwali but in the entire state," he added.
"There are 520 schools where there are only students from 11 to 20. There are 8 middle schools where the number of students is zero. There are 12 schools where the number of students is 1 to 10 and 73 where the number is only 11 to 20. There is also a high school where there is not even a single student. These figures are screaming out loud the truth about the education policy of the BJP government," he stated.
He then claimed that this year there have been 27,000 fewer admissions in the government schools of the state as compared to last year, adding that if the government's education policy had been better, then these admissions should have grown.
"The government is deliberately making policies which is pushing education into private hands,” he stated.
Hooda said that children of SCs, backward class, poor, and farmer class study in government schools, but BJP wants to deprive these classes of every facility and education.
Angered by the poor condition of government schools, the High Court recently imposed a fine of ₹5 lakh on the BJP-JJP government. The affidavit given by the government in the High Court shows that today 131 government schools in Haryana do not even have drinking water.
"Even today the Education Minister himself admits that there is a huge shortage of teachers in schools and the drop-out rate is very high. Despite this, no steps are being taken for improvement. BJP should tell what did BJP do to improve the condition of schools despite being in power for 10 years," he questioned.
"Why has this government not recruited even a single JBT in 10 years? Why are about 50 thousand posts lying vacant in the education department for years? Why are 4738 posts of assistant professors lying vacant in colleges? Why does the state government spend only 2% of the GDP on education, while the new education policy recommends spending 6%," Hooda asked.
He said that the Congress government had established an excellent education system in the state. For this, a central university was built in Mahendragarh. 12 new government universities were built in the state, 154 new polytechnic colleges, 56 new ITI, and 4 new government engineering colleges were opened. Baba Saheb Ambedkar National Law University was established. A dozen national-level institutions like IIM, IIT Extension, and Triple IT Campus were established in the state. Along with this, the Rajiv Gandhi Education Society was built in Sonipat, in which many prestigious universities of the country have been built.
"Congress had given more than 1 lakh jobs in the education department including 25000 JBT, 25000 TGT-PGT, school staff, 50000 universities, institute staff. Whereas in the BJP government, about 50,000 permanent posts are lying vacant," he said.
