Punjab Chief Minister Bhagwant Singh Mann announced a special session of the Punjab Vidhan Sabha from September 26 to 29 to clear pro‑people amendments to rules linked to flood devastation and approve new legislations on compensation. The session will begin at 11 am on September 26.
In a statement issued here on Friday, the chief minister said the special session would focus on introducing several people-oriented amendments to rules related to the damage caused by the recent floods. He said new laws concerning compensation for flood victims will also be introduced and approved during the session.
Mann highlighted the scale of the destruction caused by the floods, saying it has submerged over 2,300 villages, affected more than 2 million people, rendering 7 lakh of them homeless, and destroyed crops across 5 lakh acres. He said 3,200 government schools, 19 colleges and 1,400 clinics and hospitals were damaged, 8,500 km of roads destroyed and 2,500 bridges had collapsed.

The CM said the decisions taken during this special session would provide substantial relief to flood-affected people of the state.
Mann had earlier urged Prime Minister Narendra Modi to release Rs 60,000 crore of the state’s funds pending with the Centre. He also demanded a revision in the norms for funds available in the State Disaster Response Fund (SDRF), saying the existing norms prescribed under the guidelines of the Union Ministry of Home Affairs were grossly inadequate to compensate farmers, livestock owners and vulnerable communities for the scale of their losses.
