Several financial and administrative matters will require attention as November 2026 begins. The updates include changes linked to the goods and services tax, LPG price reviews, pension documentation and the income tax return filing schedule.
GST changes to take effect from November 1
The Government of India is set to ease rules governing post-sale discounts under the goods and services tax framework from November 1. The changes will also facilitate faster provisional refunds for businesses affected by inverted duty structures.
These measures were announced in the 2026-27 Budget and outlined in a government notification dated October 26.
LPG cylinder prices remain under watch
Public sector oil marketing companies review LPG cylinder prices at the beginning of every month. A revision in commercial LPG rates could affect restaurants, hotels and other establishments that depend on LPG for their regular operations.
No official change in LPG prices for November 1, 2026, had been announced as of October 29. Consumers should check the latest rates issued by their LPG distributor before booking a refill.
Life certificate submission begins for pensioners
Government pensioners must submit an annual life certificate to ensure that their pension payments continue without interruption. Pensioners below the age of 80 can begin submitting the certificate from November 1.
Those aged 80 years and above are permitted to submit their certificates from October 1. The usual deadline for submission is November 30. Pension payments may be temporarily stopped if the certificate is not furnished within the prescribed period.
Income tax return deadline extended for specified taxpayers
The Income Tax Department has extended the return filing deadline for specified taxpayers whose accounts are required to be audited.
For eligible taxpayers, the deadline for filing income tax returns for Assessment Year 2026-27 has been moved from October 31 to November 21, 2026. The extension is limited to the specified categories and does not apply to all individual taxpayers.
Disability pension changes not applicable from November 1
The Union Cabinet has approved proposed reforms to widen disability pension support. The changes include reducing the minimum disability threshold for eligibility from 80% to 40% and removing the minimum age requirement.
The approved proposal also includes raising central assistance to ₹375 per month for eligible beneficiaries below 80 years of age and ₹625 per month for those aged 80 and above.
However, revised operational guidelines have not yet been issued. Consequently, the approved changes are not expected to be implemented from November 1. Beneficiaries should wait for official details on when the revised provisions will take effect.
Consumers advised to check official updates
Banks may independently revise fixed deposit and lending rates in line with their respective policies. Consumers, businesses and pensioners should therefore check official government and regulator notifications before taking financial decisions.
