Hamas officials on Friday said that their peace delegation met with the Turkish intelligence agency in Istanbul to discuss the implementation of Phase Two of the Israel-Gaza ceasefire, which came into effect on October 10.

Hamas’s senior official, Khalil al-Hayya, met with Turkish intelligence chief Ibrahim Kalin, where the two discussed the implementation of the next phase of the ceasefire and overcoming hurdles.

The second phase of the truce plan calls for the deployment of an international peacekeeping force in Gaza, as well as the disarmament of Hamas and the full withdrawal of Israeli troops from the Gaza Strip.

The move to the second phase is also happening at the UN. The US ambassador to the UN, Mike Waltz, posted on social media that he had presented the draft resolution to the elected members of the UNSC, as well as three Arab Nations and two mediators, including Egypt and Qatar. He said they demonstrated regional support for the plan. US officials later confirmed that the draft had been shared with the full Council.

While the specific details of the plan are not yet known, US sources say the deployed force would have at least a minimum two-mandate post-deployment.

Dr Akihiro Seita, director of health at the UN agency for Palestinian refugees, or UNRWA, said on Thursday that despite the ceasefire, children continue to suffer and die from malnutrition in Gaza. Seita said, "The war in Gaza is undoubtedly caused by humans. Famine in Gaza is caused by humans, too. It could have been prevented and should never have happened."
