The government has prevented cyber criminals from siphoning off ₹8,189 crore over the last four years by swiftly acting on financial fraud complaints, the Rajya Sabha was informed on Wednesday.
Minister of State for Home Affairs Bandi Sanjay Kumar said that between 2021 and 2025, more than 23.61 lakh complaints were received on the Citizen Financial Cyber Fraud Reporting and Management System (CFCFRMS), a centralised platform launched to enable immediate reporting of cyber fraud and block fraudulent transactions in real time.
Providing details in a written reply, the minister said the system, operated under the Indian Cyber Crime Coordination Centre (I4C), has played a key role in freezing funds before they could be withdrawn by fraudsters. The toll-free 1930 cyber helpline operates alongside the portal to assist victims in registering complaints promptly.
As part of enforcement measures, the government has blocked over 12.21 lakh SIM cards and 3.03 lakh mobile IMEI numbers reported by police authorities till December 31, 2025, to disrupt networks involved in cyber-enabled financial crimes.

On preventive action, the minister said the ‘Suspect Registry’, launched in September 2024 in collaboration with banks and financial institutions, has strengthened early detection of fraudulent accounts. Data relating to more than 21.65 lakh suspect identifiers and 26.48 lakh Layer-1 mule accounts has been shared with participating entities, leading to the decline of transactions worth ₹9,055.27 crore.
The ministry also informed the House that a comprehensive Standard Operating Procedure was issued on January 2 to ensure a uniform, victim-centric approach to handling cyber fraud complaints through national platforms.
Citing National Crime Records Bureau data, the government noted that registered cyber fraud cases rose from 14,007 in 2021 to 19,466 in 2023, underlining the growing scale of the challenge. While police and public order remain state subjects, the Centre said it continues to support states through coordination and capacity-building initiatives.
