Jharkhand is set to witness a major expansion in its healthcare and medical education infrastructure, with the Central Government approving the establishment of four new medical colleges under the Public-Private Partnership (PPP) model.
The approval was granted under the Union Government’s “Scheme for the Establishment of Medical Colleges under PPP Mode,” aimed at increasing the availability of medical seats and improving health services across India.
The decision was taken during a meeting of the Department of Economic Affairs (DEA) held in New Delhi in October 2025. Jharkhand’s Additional Chief Secretary for Health, Medical Education and Family Welfare, Ajay Kumar Singh, presented the state’s proposal before the committee.
Following detailed deliberations, the DEA cleared the plan to open medical colleges in the districts of Khunti, Jamtara, Dhanbad and Giridih.
According to the proposal, the new college in Khunti will have 50 MBBS seats, while those in Jamtara, Dhanbad and Giridih will each offer 100 seats. The projects will be implemented under the Department of Economic Affairs’ Viability Gap Funding (VGF) scheme.

The Dhanbad project will come under VGF Sub-Scheme–1, while the remaining three will be executed through Sub-Scheme–2.
Under this model, the Centre will provide up to 40 per cent of the capital expenditure and 25 per cent of the operational costs, while the state government will contribute between 25 and 40 per cent of the capital cost and 15 to 25 per cent of operational expenditure.
Officials said the initiative would not only improve access to medical education but also strengthen healthcare delivery, particularly in rural and semi-urban regions.
Calling it a historic milestone, Additional Chief Secretary Ajay Kumar Singh said, “This is a proud day for Jharkhand. These new colleges will enhance healthcare facilities and create new employment opportunities for local youth.”
