Uttar Pradesh Chief Minister Yogi Adityanath has said that the actions of Jalaluddin, alias Chhangur Baba—alleged mastermind of a religious conversion racket—were both anti-national and anti-social, lauding his recent arrest by the state’s Anti-Terrorism Squad (ATS).
Speaking at a public event on Tuesday, Adityanath said: “We arrested a violent criminal in Balrampur who used to play with women’s dignity. We will not let society break apart. We will crush anti-national and anti-social elements and protect our cultural fabric.”
The chief minister stated that preliminary investigations into the case suggest that Jalaluddin's activities were not only criminal but also posed a threat to national integrity.
“In the initial probe, it has come to light that the activities of the accused Jalaluddin are not only against society but also against the nation,” he said.
Emphasising a policy of zero tolerance, Adityanath pledged strict legal action against those involved in unlawful conversions.
“You can see that action is being taken against anti-social and anti-national elements. In Balrampur, we arrested a man who was acting like an executioner. He dishonoured Hindu women and girls and used to make deals involving money. We will continue to take action against such elements,” he said.
Jalaluddin, commonly known as Chhangur Baba, was arrested on Saturday along with his aide Neetu, also known as Nasreen. Both are residents of Madhpur in Balrampur district.
The duo was apprehended based on a non-bailable warrant, and a reward of ₹50,000 had been announced for information leading to Jalaluddin’s arrest.
They were produced in court and subsequently remanded to Lucknow District Jail.
The case is being investigated under various sections of the Bharatiya Nyaya Sanhita (BNS) and the Uttar Pradesh Prohibition of Unlawful Religious Conversion Act, 2021.
Authorities allege that Jalaluddin and his associates were running an organised effort to convert members of Hindu and other non-Muslim communities to Islam.
According to a police statement, the accused “lured poor, helpless labourers, members of weaker sections, and widowed women with financial incentives, promises of marriage, or used intimidation to force conversions, in violation of legal procedures.”
Earlier, two other individuals linked to the case—Naveen alias Jamaluddin and Mehboob, the son of Jalaluddin—were arrested on 8 April. Both are from Balrampur and are also being held in Lucknow District Jail.
