The Congress on Wednesday accused the Narendra Modi government of delivering hollow promises through President Droupadi Murmu’s address to the joint sitting of Parliament, describing it as a recycled ritual with repeated claims lacking accountability.
Congress president Mallikarjun Kharge criticised the emphasis on the “Viksit Bharat” slogan, saying it is repeated without clear goals, timelines or measurable outcomes.
“While making lofty speeches on 'development', the anti-poor, pro-crony Modi government has mercilessly dismantled MGNREGA, an Act that guaranteed the Right to Work, snatching away the only source of livelihood for crores of workers,” Kharge said on X. “What kind of Viksit Bharat is this, where the poor are denied the means to survive, and dignity is sacrificed for slogans,” he added.

Congress general secretary K C Venugopal echoed the critique, calling the address “totally hollow” and “a repetition of things they have told earlier.” He referred to the opposition protests triggered by the President’s mention of the Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM G) Act, which opposition parties want repealed.
President Murmu, in her speech, asserted the Act would guarantee 125 days of work, curb corruption, and boost rural development. Speaking with reporters, Congress MP Manish Tewari said, “The honourable President is only the spokesperson of the government for the purposes of this address… it was an insipid address; there was no vision, only a list of alleged achievements.”
The opposition has demanded the repeal of the VB-G RAM G Act and the reinstatement of MGNREGA.
