Union Minister Bhupender Yadav addresses the Pre-CoP30 Ministerial Roundtable in Brasilia.

Union Minister for Environment, Forest and Climate Change, Bhupender Yadav, emphasised the need for the upcoming 30th Meeting of the Conference of Parties (CoP30) to the United Nations Framework Convention on Climate Change (UNFCCC) to prioritise adaptation and reinforce the significance of multilateralism in global climate action.

Speaking at the Pre-CoP30 Ministerial Roundtable in Brasilia, Brazil, Yadav stated, “As we mark a decade since the adoption of the Paris Agreement, CoP30 must send a resolute political message that multilateralism remains the cornerstone of global climate action.”

Leading India’s intervention at the roundtable, Yadav congratulated the CoP30 Presidency for fostering an inclusive platform for open and progressive dialogue as preparations continue for the CoP30 meeting, scheduled to take place in Belem, Brazil, from November 10 to 21.

He stressed that achieving meaningful outcomes in Belem requires translating global policy commitments into practical, locally relevant solutions, saying, “The focus must be on transforming climate commitments into real-world actions that accelerate implementation and directly improve people's lives.”

Yadav declared, “COP30 should be the COP of Adaptation,” urging all countries to agree on a minimum set of indicators from the UAE-Belem Work Programme. He added, “We should send an inspiring message to the world with the Baku Adaptation Road Map that we are on the way to ensuring the safety and well-being of billions, leaving no one behind.”

The minister highlighted the critical need to enhance public finance flows for adaptation, noting that this could also encourage funding from other sources. He cautioned against undermining the Paris Agreement’s framework by introducing new mechanisms post-Global Stocktake (GST), emphasising that the agreement’s mechanisms are now fully operational.

Reiterating Prime Minister Narendra Modi’s stance, Yadav affirmed, “India seeks to be part of the solution, not the problem.” He pointed to India’s initiatives, such as the International Solar Alliance, the Coalition for Disaster Resilient Infrastructure, and the International Big Cat Alliance, as examples of cooperative and action-orientated multilateralism.

He concluded, “Let COP30 in Belem reaffirm faith in multilateralism, equity, and collective resolve to deliver real, measurable action for people and the planet.”
