The Election Commission (EC) has directed states to prevent the reassignment of officers within the same parliamentary constituency after their transfer ahead of elections, aiming to eliminate loopholes exploited by state authorities.

 

This measure responds to the EC's alarm over instances where officers were shuffled to neighboring districts within the same parliamentary constituency by state governments.

 

According to the EC's policy, officers serving in their home district or completing a three-year tenure at a location are transferred before Lok Sabha or assembly elections to maintain fairness.

 

In a statement, the EC stressed the reinforcement of the transfer policy to safeguard the integrity of elections and ensure a level playing field. The Commission instructed all states, except those with up to two parliamentary constituencies, to implement the directive diligently. Chief Election Commissioner Rajiv Kumar emphasized sincere adherence to the policy, urging against mere superficial compliance. The EC maintains a strict stance against any actions that may disrupt the fairness of elections.

 

During the recent assembly elections in five states, the Commission ordered the transfer of several officials, including top-ranking police personnel. In accordance with the EC's policy, Brihanmumbai Municipal Corporation Commissioner I S Chahal and Pune Municipal Corporation Commissioner Vikram Kumar are slated for transfer. 

 

This move underscores the EC's commitment to upholding the principles of fairness and transparency in the electoral process.

By addressing the transfer of officers within the same parliamentary constituency, the EC aims to strengthen its mechanisms against potential manipulation or bias in elections.

 

This proactive approach reflects the Commission's dedication to preserving the democratic values enshrined in India's electoral system. 

The EC's directive underscores the importance of maintaining the integrity and impartiality of electoral processes, crucial for sustaining public trust and confidence in the democratic process.
