Geopolitical tensions strain consular systems: Shashi Tharoor

Consular work serves as a vital stabilising force and a bridge that maintains international connections even when broader political climates are uncertain, according to Congress MP Shashi Tharoor. Speaking at an event in Delhi on Friday evening to mark Consular Day, the Thiruvananthapuram MP asserted that this "quiet diplomacy" contributes significantly to the resilience of global relationships, often far away from the glare of high-stakes political headlines.

 

Speaking to the 'Honorary Consular Corps Diplomatique – India', Tharoor, who chairs the Parliamentary Standing Committee on External Affairs, said, "The test of the success of consular work is not measured by grand statements, but by the actual impact it has on people's lives. While other areas of diplomacy are concerned with the abstract interests of the nation, consular work is conducted at a profoundly human level. "Whether it is issuing a visa, assisting a citizen in distress, or facilitating trade, these interactions are where the idea of a nation becomes a physical reality for people abroad.

 

The comments added significance in the context of the current volatile situation in West Asia. Tharoor pointed out that as conflicts and health challenges escalate, the pressure on the consular services has become extremely sensitive. For many Indian citizens currently living through conflicts or travel disruptions, the consular services may be their sole point of contact with the state.

 

Tharoor also recognised the special role of honorary consuls in a city like Delhi or Mumbai. "They perform an indispensable service for countries which may not have full diplomatic missions or consulates in India, and help spread international understanding in the absence of formal diplomatic ties." "They are not merely facilitators of movement, but enablers of trust," he said, adding, "In an era of unprecedented global mobility, their role in facilitating business and cultural exchange has never been more central."

 

Ultimately, Tharoor reminded the audience that there are human stories behind every passport application or every request for assistance. In working on these tasks with dignity and fairness, the consular officers are, in fact, affirming the idea that international relations are fundamentally based on the quality of the relationships we maintain, one individual at a time.
