In response to the escalating tension in Haryana due to farmer protests and a critical law and order situation, the Government of Haryana, through the Department of Home Affairs, has taken stringent measures to maintain peace and public safety.

Earlier today, despite the imposition of Section 144, a large number of protesters, equipped with tractors, trailers, and weapons, gathered at the Shambhu Border (Ambala) and Datta Singh Border (Khanouri - Jind) in Punjab. Demonstrators attempted to break barricades, leading to heavy stone-pelting on police personnel.

In response, the police demonstrated composure and discipline, utilising water cannons, tear gas, and mild force to uphold law and order.

The clashes resulted in 24 police personnel sustaining serious injuries. Among them, 15 were injured during duty at the Shambhu Border, including DSP and other ranks, while 9 were injured at the Datta Singh Border in Jind.

Simultaneously, acknowledging the gravity of the situation, the Government of Haryana, on February 13, issued an order under Section 5 of the Indian Telegraph Act, 1885, and Rule 2 of the Temporary Suspension of Telecom Services (Public Emergency or Public Safety) Rules, 2017. This order entails the suspension of mobile internet services (2G/3G/4G/5G/CDMA/GPRS), bulk SMS (excluding banking and mobile recharge), and all dongle services in the districts of Ambala, Kurukshetra, Kaithal, Jind, Hisar, Fatehabad, and Sirsa.

The Advisory from the Haryana government.

While emphasising public convenience, the order exempts individual SMS, mobile recharge, banking SMS, voice calls, internet services provided by broadband, and lease lines of corporate and domestic households.

This move aims to safeguard the commercial and financial interests of the state while addressing the basic domestic needs of individuals.

The order, effective until February 15, 2024 (23:59 hrs), has been issued ex-parte due to the emergent situation. Violation of this order will result in legal action under the relevant provisions.

The government spokesperson assured that the state is under control, and Section 144 has been imposed in various districts with strict measures against those violating it.

The authorities urged citizens to express their grievances peacefully, refrain from engaging in unlawful activities, and cautioned against posting provocative content on social media platforms. The Social Media Monitoring Cell is actively monitoring such posts, and appropriate action will be taken against those spreading misinformation.
