The government on Monday unveiled the Pradhan Mantri Viksit Bharat Rozgar Yojana (PMVBRY) portal, aimed at boosting employment for first-time job seekers and incentivising employers, Union Minister Mansukh L Mandaviya announced. The Rs 1-lakh crore central scheme seeks to generate over 3.5 crore jobs over the next two years.
Approved by the Union Cabinet on July 1, 2025, the Employment Linked Incentive Scheme will run from August 1, 2025, to July 31, 2027. “The scheme will promote new job creation in the country and support new employees with the encouragement amount,” Mandaviya said in an interaction with the media.
The portal allows employers and first-time employees to avail benefits directly or through the UMANG App by uploading their UAN number. Part A of the scheme targets first-time employees, offering a one-time incentive equivalent to an average one-month wage (Basic+DA) of up to Rs 15,000 in two instalments.

Part B focuses on employers, providing incentives to encourage additional hiring across sectors, with special emphasis on manufacturing. Establishments will receive up to Rs 3,000 per month for each additional employee, sustained for at least six months. For manufacturing firms, this incentive extends for four years.
Mandaviya explained the employer incentives in three salary slabs: Rs 1,000 for employees earning Rs 10,000 per month, Rs 2,000 for salaries between Rs 10,000–20,000, and Rs 3,000 for wages up to Rs 30,000. “All employers and first-time employees are covered under the scheme,” he added.
To qualify under Part B, establishments must hire at least two additional employees if they have fewer than 50 staff, or five if the workforce exceeds 50, for a minimum of six months. Exempted establishments under the EPF & MP Act, 1952, are included and must submit electronic challan-cum-Returns and open UANs for existing and new employees via the UMANG App.
The ministry emphasised that employees with gross wages up to Rs 1 lakh are eligible under Part A, ensuring broad access for new entrants to the workforce.
