\Helitaxis, bullet trains, inland waterways and round-the-clock air ambulance services form part of an ambitious mobility vision proposed under the Draft Regional Plan-2041 for the National Capital Region (NCR), which is scheduled to be considered at a meeting of the NCR Planning Board on June 16.

At the core of the plan is the concept of a “30-minute NCR”, which seeks to ensure that every major city in the region is accessible from Delhi within half an hour through high-speed and integrated transport systems.

The draft plan acknowledges existing challenges in the region's transport network, including inadequate public transport, poor service frequency, lack of integration between systems and multiple interchanges that increase travel time for commuters.

To address these issues, the plan proposes a major expansion of the Regional Rapid Transit System (RRTS), currently operational on the Delhi-Meerut corridor as Namo Bharat. Eight RRTS corridors have been envisaged across the NCR, including routes linking Delhi with Gurugram-Alwar, Faridabad-Palwal, Bahadurgarh-Rohtak and Ghaziabad-Hapur.

One proposed corridor connecting Delhi, Panipat and Karnal is expected to reduce travel time between Delhi and Karnal from around four hours to 90 minutes.

The plan also explores short-hop helicopter taxi services between NCR cities as an alternative mode of urban transport aimed at easing pressure on congested road networks. In addition, it proposes 24-hour air ambulance services as part of a broader smart mobility framework.

Another key proposal is the development of inland water transport along the Yamuna, which could transform sections of the river into a transport corridor. The idea aligns with ongoing plans for riverfront development in parts of the NCR.

The draft document further highlights the need for bullet trains, smart roads and expanded electric mobility infrastructure to support future growth.

Officials say the proposed measures are intended to create a faster, more integrated and sustainable transport network for the NCR's growing population while reducing travel times and improving connectivity across the region.
