Bureau of Energy Efficiency unveils the State Energy Efficiency Index 2023

Karnataka Leads in India's Energy Efficiency Index, UP & Maharashtra Make Strides

On Friday, 22nd Foundation Day of the Bureau of Energy Efficiency was celebrated and the State Energy Efficiency Index 2023 was released.

The State Energy Efficiency Index (SEEI) 2023, released on Friday by the Bureau of Energy Efficiency (BEE) in association with the Alliance for an Energy Efficient Economy (AEEE), has highlighted Karnataka as the leading state in terms of energy efficiency performance. Karnataka achieved an impressive overall score of 86.5 out of 100, securing the top position in SEEI 2023. This accomplishment can be attributed to the state's active implementation of the 'Energy Conservation and Energy Efficiency Policy' across various sectors including buildings, industries, transport, municipal services, and agriculture.

Following Karnataka, Andhra Pradesh emerged as the second-highest performer with a score of 83.25 out of 100. Andhra Pradesh's success in energy efficiency is attributed to its comprehensive approach, which involves policy formulation, financial incentives, capacity-building, and collaborative initiatives across different sectors.

The SEEI 2023 report indicates positive progress across several states, with 15 states showing improvement compared to the previous assessment period (SEEI 2021-22). Notably, Uttar Pradesh, Goa, Maharashtra, and Haryana stand out for significant advancements, with each state improving by over 10 points relative to the previous index.

Maharashtra and Haryana, in particular, demonstrated remarkable improvements, with score increases of 18.5 and 17 points, respectively, resulting in an overall score of 72 for both states.

The SEEI serves as a crucial tool for identifying and addressing gaps in state-level energy efficiency policies, programs, and investments. This is especially important considering the role of energy efficiency in complementing renewable energy efforts and addressing climate change while enhancing energy security.

The states and Union Territories (UTs) are categorized into four groups based on their total scores: 'Front runner' (scores >=60), 'Achiever' (scores ranging from 50 to 59.75), 'Contender' (scores ranging from 30 to 49.75), and 'Aspirant' (scores <30).

The SEEI 2023 evaluates the performance of 36 states and UTs using 65 qualitative, quantitative, and outcome-based indicators distributed across seven demand sectors: buildings, industry, municipal services, transport, agriculture, electricity distribution companies (DISCOMs), and cross-sector initiatives. This comprehensive assessment enables a thorough analysis of energy efficiency efforts at the state level, facilitating targeted interventions and improvements.
