Private vehicle owners living within 20 kilometres of a National Highway toll plaza will be able to apply for a concessional annual toll pass from November 1, 2026, subject to the eligibility conditions notified by the Central Government.
The Ministry of Road Transport and Highways issued the notification on October 26 under the National Highways Fee (Determination of Rates and Collection) (Fifth Amendment) Rules, 2026. The changes amend the rules introduced in 2008.
The facility is available only to eligible non-commercial vehicles with a valid and functional FASTag. The pass issued under the scheme will be valid only for the specific toll plaza for which it has been granted.
Annual pass charges
The annual fee will depend on the location of the toll plaza. Residents near a toll plaza situated outside municipal or local town limits will pay Rs 1,500 for the pass.
Where the toll plaza falls within municipal or local town limits, the annual charge will be Rs 3,000. These rates will take effect from November 1, 2026, subject to the requirements and other conditions set out in the notification.
Locations excluded from the scheme
The concessional pass will not be available on National Highways or Expressways where toll collection is operated through a closed user fee collection system.
Residents will also not qualify at locations where a service road or an alternative route is available for use. Therefore, living within 20 kilometres of a toll plaza alone will not guarantee eligibility.
Vehicle owners who frequently use nearby National Highway toll plazas should verify whether their vehicle and the relevant plaza satisfy the revised rules. The FASTag must be registered for non-commercial use and remain functional.
The local annual pass is limited to the designated toll plaza and does not provide access to all toll plazas across the country. Eligible residents can use the facility from November 1, 2026, after meeting the prescribed conditions.
