LS adjourned for day amid opposition uproar on first day

On the first day of the Winter session of the Parliament on Monday, amid unrelenting protests by the opposition Lok Sabha was adjourned for the day. Opposition created uproar on various issues including Special Intensive Revision (SIR) of electoral rolls in various States and Union Territories, demanding a discussion on the issue.

Lok Sabha members seated on first day of Winter session of Parliament


On the first day of the Winter session of the Parliament on Monday, amid unrelenting protests by the opposition Lok Sabha was adjourned for the day. Opposition created uproar on various issues including Special Intensive Revision (SIR) of electoral rolls in various States and Union Territories, demanding a discussion on the issue.

 

The Opposition has been pushing for a debate on the exercise launched by the Election Commission, pointing out several issues, including the rising number of suicides of the booth level officers (BLO), allegedly due to work pressure.Before being adjourned for the day around 2.20 PM, the House saw two earlier adjournments during the Question Hour in the morning and later in the afternoon.

 

When the Lok Sabha assembled at 2 PM after the second adjournment, Union Finance Minister Nirmala Sitharaman moved the Manipur Goods and Services Tax (Second Amendment) Bill, 2025 for consideration and passing. The Bill aims to amend the Manipur Goods and Services Tax Act, 2017. Amidst the opposition ruckus, the bill was passed with voice vote.

 

Earlier, when the Lok Sabha met at 12 Noon after the first adjournment, the opposition members started sloganeering on the SIR and other issues and trooped into the well. They were demanding discussion on the SIR issue. Amid sloganeering, Finance Minister Nirmala Sitharaman introduced the Central Excise (Amendment) Bill 2025 to levy excise duty on tobacco and its related products. The Minister also introduced Health Security and National Security Cess Bill 2025 to impose cess on production of specified goods like pan masala.

 

The House also extended the time for the presentation of the Report of the Select Committee on the Jan Vishwas (Amendment of Provisions) Bill, 2025 up to the last day of the second week of the Winter Session, 2025. The Lower House also extended the presentation of the Report of the Select Committee on the Insolvency and Bankruptcy Code (Amendment) Bill, 2025 up to the last day of the Session. Amidst the opposition protest, the Presiding Officer urged the protesting members to allow the House to function. As the noisy scene continued, the House was adjourned till 2 PM.

 

 

Earlier, when the Lok Sabha assembled for the day at 11 AM, Lok Sabha Speaker Om Birla made obituary references and paid tribute to the passing away of former members of the House. The tribute was paid to Dharmendra, Col. (Retd.) Sona Ram Choudhary, Prof. Vijay Kumar Malhotra and Ravi Naik. The Speaker recalled their contributions to public life before the House observed silence in their memory. 

 

 

When the Lok Sabha took up Question Hour, the opposition members including Congress, DMK, TMC, Samajwadi Party, and others started sloganeering on various issues including Special Intensive Revision. Lok Sabha Speaker Om Birla expressed displeasure over the conduct of the protesting members saying that disrupting the proceedings of the House is not appropriate.
