In a recent announcement, Manipur Chief Minister N Biren Singh disclosed that a state Cabinet sub-committee had uncovered 2,480 illegal immigrants in 2023. However, this campaign was abruptly halted due to the outbreak of violence on May 3 of the same year.
Singh, addressing a press conference, highlighted the formation of a Cabinet sub-committee in February 2023 in response to mounting concerns over increasing deforestation and the establishment of new villages by illegal immigrants. The committee, headed by Kuki ministers Letpao Haokip and Nemcha Kipgen, was tasked with identifying illegal immigrants.
Singh emphasised that the state's actions were not directed against any particular community but aimed solely at combating illegal immigration. Biometric data collection in various villages led to the detection of 1,165 illegal immigrants in Chandel, 1,147 in Tengnoupal, 154 in Churachandpur, and others in Kamjong district.
Notably, Singh clarified that these figures did not include an additional 5,457 illegal immigrants who entered Kamjong district. Efforts were made to address the situation, with biometric data collected from 5,173 individuals, and 329 voluntarily returning after conditions improved in their home country.
The Chief Minister emphasised that the campaign targeted illegal immigrants across Manipur, transcending community boundaries. However, it was prematurely terminated just a month after its initiation due to the eruption of violence on May 3.
The violence in 2023 resulted in tragic consequences, with over 219 fatalities and thousands displaced from their homes. Ethnic clashes ensued during a 'Tribal Solidarity March,' organised to protest against the Meitei community's demand for Scheduled Tribe (ST) status.
This event underscored the complex ethnic dynamics in Manipur, with Meiteis constituting the majority in the Imphal Valley and Nagas and Kukis comprising a significant portion in the hill districts.
The revelation of illegal immigrants and the subsequent violence highlight the challenges facing Manipur in maintaining social cohesion and addressing issues of immigration and ethnic tensions.
