NIA charges Hafiz Saeed in Pahalgam terror attack case

NIA has filed a supplementary chargesheet against LeT chief Hafiz Saeed, accusing him of orchestrating the 2025 Pahalgam terror attack.

The National Investigation Agency (NIA) on Monday filed a supplementary chargesheet against Pakistan-based Lashkar-e-Taiba (LeT) chief Hafiz Saeed in connection with the April 22, 2025, Pahalgam terror attack that killed 26 people.

The supplementary chargesheet was filed before the NIA Special Court in Jammu, with the anti-terror agency naming Saeed both in his individual capacity and as the chief of the banned LeT and its proxy outfit, The Resistance Front (TRF).

According to the NIA, Saeed has been charged under various provisions of the Bharatiya Nyaya Sanhita (BNS), 2023, and the Unlawful Activities (Prevention) Act (UAPA), 1967. The agency has also invoked charges related to waging war against India and conspiracy.

The supplementary chargesheet forms part of the agency's ongoing investigation and builds on its earlier 1,597-page chargesheet. The NIA said it contains details of the alleged cross-border conspiracy, Saeed's role in orchestrating the attack and evidence collected through scientific examination and field investigations.

Earlier, on December 15, 2025, the agency had chargesheeted Pakistani terror handler Sajid Jatt, three terrorists who were later killed by security forces during Operation Mahadev in July 2025, and two arrested accused. It had also named the banned LeT and TRF as entities involved in planning, facilitating and executing the attack.

The Pahalgam terror attack took place on April 22, 2025, when Pakistan-backed terrorists allegedly carried out religion-based targeted killings in the popular tourist destination in Jammu and Kashmir. Twenty-five tourists and one local resident were killed.


The case was initially registered by the Jammu and Kashmir Police at Pahalgam police station in Anantnag district before being transferred to the NIA by the
Ministry of Home Affairs for investigation.

The NIA said investigations are continuing to uncover the full extent of the alleged cross-border conspiracy behind the attack.


Hafiz Saeed, designated as an individual terrorist by India, has also been linked to several major terror attacks, including the 2000 Red Fort attack, the 2008 Rampur CRPF camp attack, the 26/11 Mumbai terror attacks and the 2015 attack on a BSF convoy in Udhampur.
