No appeals filed over Bihar voter list errors: CEO

The Chief Electoral Officer (CEO) of Bihar has said that no appeals have been filed by any District Magistrate under Section 24(A) of the Representation of the People Act across any of the state’s 243 Assembly constituencies during the 2025 Special Intensive Revision (SIR) of electoral rolls.

Bihar CEO: No Section 24A appeals in voter roll review.


The Chief Electoral Officer (CEO) of Bihar has said that no appeals have been filed by any District Magistrate under Section 24(A) of the Representation of the People Act across any of the state’s 243 Assembly constituencies during the 2025 Special Intensive Revision (SIR) of electoral rolls.

 

In a post on X, the CEO stated: “During the Special Intensive Revision Campaign, 2025 in the state of Bihar, no appeals have been received by the District Magistrate under Section 24(A) of the Representation of the People Act regarding the addition or deletion of names in the electoral rolls by the Electoral Registration Officer in all 243 Assembly Constituencies until 12.10.2025.”

 

The announcement suggests that no district-level legal challenges were made against any decisions taken by the Electoral Registration Officers (EROs) to include or remove names during the SIR process.

 

Under the SIR exercise, the draft electoral rolls were published on August 1, 2025, following the collection of enumeration forms from eligible voters. 

 

During this revision, around 65 lakh names were identified for deletion due to reasons such as death, migration, or duplication, while 21.53 lakh new names were added. The updated electoral roll now comprises approximately 7.42 crore registered voters.

The Association for Democratic Reforms (ADR) has already moved the Supreme Court, alleging that the 2025 SIR process deviates from previous procedures and unfairly places the burden of proof on voters.

 

The Supreme Court has subsequently sought details from the Election Commission of India (ECI) regarding the 3.66 lakh names excluded from the final voter list and whether those exclusions were justified, particularly in light of the CEO’s claim that no appeals were received.

 

Additionally, in response to grievances raised by voters whose names were removed, the apex court has directed the Bihar State Legal Services Authority to ensure that district-level bodies assist affected individuals in filing appeals where necessary.
