The BJP-led NDA government has referred to a joint parliamentary committee (JPC) three contentious bills that propose new laws for the removal of the Prime Minister, Chief Ministers and ministers in states and Union Territories if they are arrested for more than 30 days on charges carrying a minimum jail term of five years.
The move came after a stormy protest in the Lok Sabha, where Opposition MPs accused the government of launching an “attack based on the Constitution.” They argued that the bills allow action against leaders on the basis of mere allegations without requiring proven guilt, calling it a violation of constitutional principles.
The three bills are: The Constitution (One Hundred and Thirtieth Amendment) Bill; the Government of Union Territories (Amendment) Bill, 2025; and the Jammu and Kashmir Reorganisation (Amendment) Bill, 2025.

Union Home Minister Amit Shah, while introducing the bills, said they would now be reviewed by the JPC, where members of both the Lok Sabha and Rajya Sabha, including those from the Opposition, could present their views and suggestions.
Shah defended the proposals, arguing that the legislation aims to curb the criminalisation of politics.
A JPC, once constituted, includes members from both Houses and both sides. It can call experts, associations, or any other stakeholders it considers relevant to share their opinions. However, its recommendations are advisory and not binding on the government.
Another significant proposal currently under review by a JPC is the NDA government’s ‘One Nation, One Election’ plan, which seeks to synchronise Lok Sabha and state assembly polls.
