Prime Minister Narendra Modi will chair the 11th Governing Council Meeting of NITI Aayog on June 11 at the Rashtrapati Bhavan Cultural Centre in New Delhi, with discussions centred on an inclusive human development roadmap for achieving the goal of Viksit Bharat by 2047.
According to NITI Aayog, the theme of this year's meeting is “Inclusive Human Development for Viksit Bharat @2047”, focusing on the well-being and development of all citizens irrespective of age, region, gender or socio-economic background.
The meeting will bring together Chief Ministers and Lieutenant Governors from across the country to deliberate on strategies aimed at strengthening human capital, generating employment opportunities and ensuring equitable growth.
NITI Aayog said discussions would focus on promoting entrepreneurship, enhancing skills and creating sustainable employment opportunities to support long-term economic growth.
“In line with the Prime Minister's vision of ‘Team India’ for a Viksit Bharat, this year's theme, ‘Inclusive Human Development for Viksit Bharat @2047’, focuses on the well-being and development of every Indian, regardless of age, region, gender, or socio-economic background,” the policy think tank said in a statement.

The Governing Council will discuss an Inclusive Human Development Framework built around four key pillars: foundational human capital and future-ready skills; productive employment, entrepreneurship and decentralised growth; health, nutrition and wellbeing; and equity and dignity for all.
The deliberations are expected to focus on preparing an implementation roadmap supported by governance reforms, Digital Public Infrastructure (DPI), convergence of schemes, partnerships and data-driven systems. A mechanism for tracking short-, medium- and long-term outcomes will also be discussed to ensure accountability and measurable impact.
The meeting will additionally review recommendations made at the 5th National Conference of Chief Secretaries held from December 26 to 28, 2025.
Those recommendations covered five areas: early childhood education, schooling, skilling for a future-ready workforce, higher education and sports and extracurricular activities.
The Governing Council of NITI Aayog serves as a key platform for cooperative federalism, bringing together the Centre and states to discuss policy priorities and development strategies.
