Prime Minister Narendra Modi on Monday reaffirmed India’s uncompromising stance on cross-border terrorism, stating unequivocally that “terror and trade cannot go hand in hand.” The strong remarks came during his first address to the nation following Operation Sindoor, an operation that escalated tensions between India and Pakistan to unprecedented levels, bringing both countries close to the brink of war.
Speaking on the diplomatic fallout of the April 22 terror attack in Pahalgam — which claimed the lives of 26 people, including 24 Indian tourists — the Prime Minister underlined a major shift in India’s strategic approach. As part of its response, India suspended the Indus Waters Treaty, a historic water-sharing pact with Pakistan, marking a significant move in its diplomatic offensive.
“Water and blood cannot flow together,” PM Modi declared, referencing the suspension of the treaty. This is the first time since the treaty’s signing in 1960 — under World Bank supervision — that India has officially halted its implementation. The Prime Minister's statement emphasized the deep symbolic and practical significance of the decision.
“Terror and trade cannot go together, water and blood cannot flow together,” he reiterated, making it clear that normal relations with Pakistan are no longer possible under the shadow of terrorism.
PM Modi also emphasized that any future dialogue between India and Pakistan would be limited strictly to two issues: terrorism and Pakistan-occupied Kashmir (PoK). “If there will be talks between India and Pakistan, it will only be on terrorism and Pakistan Occupied Kashmir,” he said. “India’s stand has always been clear — terror, trade, and talks cannot happen together.”
The Prime Minister’s message underscores a hardened diplomatic and military posture by India following the brutal Pahalgam attack and reflects a broader policy shift where acts of terror will elicit both military and diplomatic consequences. Operation Sindoor, along with the suspension of the Indus Waters Treaty, signals India’s resolve to isolate Pakistan internationally and hold it accountable for sponsoring terrorism.
