Taking into consideration, the rrising concerns over air quality in the national capital, the Rajya Sabha's Subordinate Legislation Committee convened on Wednesday to examine the rules surrounding stubble burning.
The committee, chaired by Shiv Sena MP Milind Deora, engaged with officials from the Ministries of Agriculture and Farmers Welfare, Power, New and Renewable Energy, and Petroleum and Natural Gas to assess the existing framework.
A key focus of the meeting was the Commission for Air Quality Management in the National Capital Region and Adjoining Areas' (Imposition, Collection and Utilisation of Environmental Compensation for Stubble Burning) Rules, 2023.
The committee aims to review how the rules can be made more effective in curbing the harmful practice of stubble burning.
The Ministry of Environment, Forest and Climate Change (MoEFCC) had issued the relevant rules on 28 April 2023.
These stipulate the imposition of environmental compensation on farmers found guilty of burning stubble, collected in the form of challans at prescribed rates.
The Subordinate Legislation Committee’s role is to scrutinise whether the powers delegated by Parliament to subordinate authorities in making such rules are being appropriately exercised. It reports on the proper enactment of statutory instruments, such as rules and regulations.
In a previous meeting held on 3 December, the committee had heard from the Secretary of the MoEFCC about the Commission's implementation of these rules.
