Rajya Sabha Chairman C P Radhakrishnan on Monday underlined the collective responsibility of Members of Parliament to make effective use of the House's valuable time and ensure that issues of national importance are debated and decided in a timely manner.
Addressing the House in his opening remarks on the first day of the Monsoon session, Radhakrishnan urged all members to remain focused on the legislative and parliamentary business before them. He appealed to MPs to uphold the dignity, discipline and decorum of the Rajya Sabha, stressing that the functioning of the House had a direct bearing on matters affecting the nation and its people.
Radhakrishnan welcomed members on the opening day of the session, including the newly elected and nominated members, and called for a constructive and responsible approach to parliamentary proceedings.
He said the effective functioning of Parliament depended on the collective efforts of all members. According to the Chairman, MPs had a shared responsibility to utilise the available time for meaningful discussions, deliberations and decision-making on matters of public importance.
Radhakrishnan also cautioned that disruptions had a direct impact on the functioning of the House. Every interruption, he said, delayed discussions on issues concerning the country and the people. The Chairman's remarks came as the Rajya Sabha began the Monsoon session, with the House expected to take up a range of legislative and national issues. He urged members to remain focused on the timely disposal of business and ensure that parliamentary proceedings were conducted in a manner befitting the dignity of the institution.
He emphasised that debates in Parliament played an important role in examining public issues, bringing different viewpoints into the discussion and helping the country arrive at informed decisions.

Radhakrishnan's appeal for discipline and decorum also highlighted the importance of maintaining a healthy parliamentary environment. He said members should use the platform provided by the House to raise issues of significance and participate in debates in a constructive manner.
The Chairman further stressed that the time available to Parliament was valuable and should be used efficiently. He urged MPs to ensure that the proceedings remained focused on business and that important matters were not delayed because of disruptions.
With new members also joining the House, Radhakrishnan's opening remarks served as an appeal for all parliamentarians to work together and uphold the traditions of the Rajya Sabha.
The Monsoon session began with the Chairman calling for cooperation from all sections of the House. His message centred on the principle that the responsibility for the smooth functioning of Parliament rests collectively with its members.
