Vikas Yadav, a former Indian government official, has recently made headlines after being charged by US authorities in connection with a plot to assassinate pro-Khalistan leader, Gurpatwant Singh Pannun, on American soil.
The news has stirred international conversations, particularly in light of Yadav's former position in India’s intelligence and security services. Despite the charges, Yadav remains a central figure of interest due to his impressive career and service to India.
Yadav, aged 39, had previously served with the Research and Analysis Wing (R&AW), India’s prestigious foreign intelligence service. As a member of the Indian government’s cabinet secretariat, Yadav was entrusted with critical duties and responsibilities related to national security.
According to information made available through the US Department of Justice, Yadav had described himself as a “senior field officer” who oversaw areas such as security management and intelligence.
His training and background also included service with the Central Reserve Police Force (CRPF), where he held the position of Assistant Commandant. Trained extensively in battle craft and weapons, Yadav brought a wealth of tactical knowledge and strategic insight into his work in India’s national security apparatus.
The charges brought against Yadav, however, revolve around his alleged involvement in a foiled murder plot aimed at silencing Pannun, a vocal proponent of the Khalistani separatist movement.
The US authorities have accused Yadav of conspiring with Nikhil Gupta, a criminal associate who was apprehended in the Czech Republic and subsequently extradited to the US, in order to orchestrate Pannun’s assassination.
The FBI, which has since placed Yadav on its “wanted” list, detailed how the plot involved hiring a hitman to carry out the assassination for a fee of USD 100,000. The would-be assassin, who turned out to be an FBI informant, received a down payment of USD 15,000 in June 2023.
Yadav, also referred to as “CC-1” in the initial indictment, was operating from India while allegedly directing the plot. Though the US Justice Department claims that Yadav’s role in the plot was substantial, they have yet to apprehend him.
Yadav, now labelled a fugitive by US authorities, remains at large, and the FBI has issued a federal arrest warrant for his capture as of October 10, 2023. The charges against Yadav include murder-for-hire and money laundering, serious accusations that have added an international dimension to the case.
While these allegations have made Yadav a figure of international intrigue, India’s stance on the matter has been one of caution. The Indian government has categorically denied any involvement in the alleged plot, distancing itself from the charges that implicate a former official in a foreign nation’s internal affairs.
On Thursday, external affairs ministry spokesperson Randhir Jaiswal clarified that Vikas Yadav is no longer an employee of the Indian government. An inquiry committee has been set up in New Delhi to investigate the matter, as India continues to cooperate with US authorities in understanding the full scope of the accusations. In the meantime, the US has expressed satisfaction with the level of cooperation it has received from Indian officials.
For Vikas Yadav, the allegations have not only drawn attention to his role in the purported plot, but they have also highlighted his distinguished career in Indian intelligence and law enforcement.
