The Anti-Corruption Branch has sought 14 days of judicial custody of former Delhi minister Satyendar Jain, ex-Delhi Jal Board CEO Udit Prakash Rai and three others in the alleged corruption case involving the tendering process for sewage treatment plant projects of the DJB.
In its submissions to Special Judge Dig Vinay Singh, the ACB sought the police custody of only one of the total six accused, Ankit Srivastava, a former contractual consultant with the DJB.Counsel for Jain said that after the FIR was registered "way back on May 10, 2024," his client was called once on August 5, 2026, and then a second time through a phone call on Tuesday, after which he was arrested.
ACB of Delhi Government arrested former Delhi Minister and AAP leader Satyendar Kumar Jain, former CEO of Delhi Jal Board, Udit Prakash Rai and four other accused persons. These arrests have been made in connection with alleged irregularities and criminal conspiracy in the tendering process relating to augmentation and upgradation of Sewage Treatment Plants of the Delhi Jal Board.
The case was registered against them on the complaint of Directorate of Vigilance. During course of investigation, it was revealed that the tendering process allegedly involved restrictive technical specifications and conditions favouring a particular technology provider thereby restricting competition and providing undue advantage to a selected private entity.
Investigation further revealed that private persons were allegedly in regular communication with certain public servants and intermediaries in order to manipulate the tender process. ACB said, it indicates an alleged nexus between private persons and public functionaries for influencing the tender conditions in favour of a particular technology provider. The investigation is examining the complete money trail and the alleged proceeds of crime.
Other accused arrested are Ankit Srivastava, a former contractual consultant with DJB; Nagendra Yadav, proprietor of AN Enterprises; Raja Kumar Kurra, owner of Euroteck Environment Pvt Ltd; and Pankaj Verma, proprietor of Srijanhar, said ACB head and joint commissioner of police Vikramjit Singh.
The case was registered on May 11, 2024, following a complaint by the Delhi government’s Directorate of Vigilance over alleged “large-scale irregularities” and “criminal conspiracy” in the tendering process for augmentation and upgradation of DJB STPs.
According to ACB, its investigation found that the tender contained restrictive technical specifications and conditions that allegedly favoured Euroteck Environment, a particular technology provider, thereby limiting competition and giving the company an undue advantage.
