Army Chief General Upendra Dwivedi has stated that the revocation of the Armed Forces (Special Powers) Act (AFSPA) from Jammu and Kashmir is a possibility, given the improved security situation in the region.

However, he cautioned that the current conditions do not yet allow for such a move.

General Dwivedi remarked that AFSPA could be withdrawn once the Army is confident that local law enforcement agencies are equipped to manage security challenges effectively.

He cited the improving stability in regions such as Doda, Rajouri, and Kishtwar, where efforts to boost tourism are underway through initiatives like bed-and-breakfast accommodations and the enhanced utilisation of the Mughal Road.

However, the Army Chief acknowledged that certain areas in Jammu and Kashmir continue to experience militant activity, particularly in the upper reaches of the Jammu division, including Kathua, Doda, Poonch, Rajouri, and Reasi.

He noted that security forces are engaged in operations to flush out militants, addressing a surge in militancy since 2021.

He further stated that the rise in militant activities has necessitated the deployment of an additional 15,000 troops by the security forces and the Ministry of Home Affairs to combat insurgents hiding in the region.

General Dwivedi underscored that any decision on the removal of AFSPA would be made collaboratively by the local administration, the Union Home Ministry, and the Defence Ministry, based on an assessment of ground realities.
