Arunachal to deploy 40 mobile medical units in 11 border district

Arunachal Pradesh has approved 40 mobile medical units to deliver primary healthcare across 455 border villages, alongside sweeping Cabinet decisions on diagnostics, fire services, education, urban governance and wildlife protection.

The Arunachal Pradesh Cabinet on Thursday approved 40 mobile medical units to strengthen healthcare delivery in remote and border villages, alongside a series of decisions spanning diagnostics, public safety, education, urban governance and wildlife protection.

 

The decisions were taken at the first Cabinet meeting of 2026, chaired by Chief Minister Pema Khandu.

 

To expand diagnostic services across the State, the Cabinet approved the engagement of HLL Lifecare Ltd, a Government of India enterprise under the Ministry of Health and Family Welfare, to establish diagnostic infrastructure under the 15th Finance Commission Health Grants. The initiative will cover 256 sub-centres, 82 primary health centres, 25 community health centres and 64 block public health units.

 

HLL Lifecare Ltd will also implement a Laboratory Management Information System across all health facilities, including medical colleges, district hospitals, CHCs, PHCs and sub-centres, to improve inventory management, logistics and data-driven operations.

 

The Cabinet noted that tele-radiology CT scan services provided by HLL at Aalo, Bomdila, Khonsa, Namsai, Tawang, Tezu, Yingkiong and Ziro have benefited nearly 12,000 patients so far. Approval was also granted for facilitating Atomic Energy Regulatory Board certification for all general and district hospitals and CHCs.

 

To improve healthcare outreach in frontier areas, the Cabinet approved the procurement of 40 mobile medical units under the Vibrant Villages Programme, funded by the Ministry of Home Affairs, with operational costs borne by the National Health Mission. The units will serve 455 villages across 11 border districts, including Tawang, Anjaw, Shi Yomi, Upper Siang and West Kameng, providing OPD services, maternal and child healthcare, diagnostics, teleconsultation and referral facilities.

In the public safety sector, the Cabinet approved the Arunachal Pradesh Fire and Emergency Services Bill, 2025, replacing the existing 1991 Act to modernise the department’s legal framework. Special Grade promotions were also cleared for fire personnel completing 15, 20 and 30 years of service, benefiting 142 staff.

 

The Cabinet further sanctioned the creation of 91 posts for seven sub-jails to strengthen prison administration.

 

In education, 58 posts were approved, including 32 Assistant Professor posts for Government Model Degree Colleges at Piyong and Kanubari, and 12 additional posts for introducing new courses in select government colleges.

 

To strengthen urban governance, the Cabinet approved the creation of a Directorate of Urban Local Bodies. It also cleared a one-time relaxation of residency requirements for promotions in the Arunachal Pradesh Forest Service, benefiting 48 officers.

 

The Cabinet approved recruitment rules for the Special Tiger Protection Force for Pakke, Namdapha and Kamlang Tiger Reserves, paving the way for recruitment to 324 posts.

 

The government said the decisions underline its focus on improving service delivery, employment generation and inclusive development, particularly in border and remote areas.
