The Assam Cabinet on Friday approved the creation of a State Capital Region in Dibrugarh and the establishment of a dedicated development authority to oversee the planned expansion of the state's second capital.
The decision was taken at the first Cabinet meeting following the expansion of Chief Minister Himanta Biswa Sarma’s ministry.
Under the proposal, the State Capital Region will encompass areas within a 20-km radius of the Dibrugarh Capital Complex. The government has also approved the formation of the State Capital Region Development Authority, Dibrugarh (SCRDA-D), to steer urban planning and infrastructure development in the region.

The authority will prepare regional and sectoral development plans, identify growth corridors and guide future urban expansion linked to Dibrugarh’s growing administrative importance.
The MLA of Dibrugarh will serve as the ex-officio chairman of the authority and will hold Cabinet rank.
To support infrastructure development, the state government has earmarked Rs 500 crore over the next five years, in addition to ongoing projects in the region.
The move is aimed at ensuring planned urban growth and strengthening civic infrastructure as Dibrugarh assumes an expanded role in Assam’s administrative framework.
